In your answer, I recommend including:
- accept the blame
- apologize for answering wrong the question
- say you are going to answer yes in future similar questions
- provide all details you have about this denial ("it happened when I was XX years old and was planning to go to Disney with my parents...")

REF: Letter of explanation regarding VISA refusal XXXXXX for XXXXyour nameXXX

Dear Sir/Madam,

I am writing as a reply for XXX as I was asked for a letter of explanation for not answering truthfully the question “Have you ever been refused a visa, denied entry, or ordered to leave Canada or any other country”, as I answered “No” and here I humbly explain why:

....................
..................
..............

For not knowing that and answering “No” to the question, I apologize. I will answer “Yes” for future questions of this nature in future applications and will include the related explanation.

Well, the question clearly asks if you have been refused a visa from any country and it is pretty evident that you have to disclose this. However, sometimes, errors happen.

I agree with the advice provided by andremarques19751. However, don't ever say you have answered it untruthfully. That is admission of guilt and it is very silly to do that IMO (You are making it easy for them to book you for misrepresentation). Just tell them you genuinely weren't aware that you have to declare this and politely apologize (profusely) to them. Tell them that you are now aware that it should be declared and you will declare this henceforth. Officers, at times, consider polite explanations giving the applicant the benefit of doubt.

You wouldn't have had this problem if you realized that Canada and US share most information about travelers with each other and this would definitely come up. Its fine, now, take remedial action and I sincerely hope you aren't booked for misrepresentation.

I have the same status as you as many other applicants. You should order GCMS to get more details,at least to know if your eligibility is passed or not. As for PPR we are waiting my friend, but IRCC is in a coma right now...

Are you AOR from February 2016 or 2017? They asked you for an explanation after a year you applied for PR? Did you apply with the same passport you got refused for us visa?

Very rare. Only if there is a security issue. Usually delays over 7 months happen because of some investigation or call for information from foreign countries. Every file is different and you never know the reason, but usually the GCMS notes give you a good guidance as to what may be delaying the application. In my time here on the forum having helped and interacted with hundreds of members, only one person's file was rejected, but it was because he has misrepresented which was under investigation and later found.

Consider getting GCMS notes from https://www.getgcms.com

Thank you for your advice, I did order GCMS notes 10 days a go. Based on your experience how long it may go from now?

I cannot make a guess and predict. However, once the BGC goes in progress, the things move pretty fast. So keep your hope up. Usually 7 months is not unheard of. Many applicants fall in the average processing times of 7-9 months. Keep ordering GCMS notes and keep a check how your application is moving. If you do not see any s16/s15 issues on GCMS, you should expect your PPR soon.
