I sent my application to CIC under Canadian Experience Class in Nov 2013 with complete required documents incuding RCMP.
I also did my fingerprints which should be in their database. After they received my application they sent me an email where they said that my application has been accepted and also it is complete. After 6 months they emailed me back saying that thy are missing my RCMP.

Is this common? I am going to redo my fingerprints but I think its pretty weird.

Any suggestions here please..

It is weird. Did they really say you were "missing" an RCMP check, meaning you should have submitted it but didn't? RCMP is not one of the required documents for the application package, and it is common for them to not request one.

Have you emailed CPC-O back and asked that they check your application package again? It could be as simple as a clerical error.

Yes
And I did email them saying that it was submitted and asked them to check my documents again.
I am going to send the digital finger prints anyways.

here is the exact copy of their email:

Maybe it's just me, but acceding to the request is a much simpler task than doing the back-and-forth he-said/she-said email exchange. Besides, you were already sending them your prints. It's not a very critical oversight on their part.
Once you send, ask for a confirmation through email if they received and attached the document to your application.

I think you can have it done in a couple of days.
Once you know the CIC office got it, send an email after a couple of days just to confirm if they matched those to your file (this is what I did).
All the best.

When did you get this email?
Typically they give 60 (or 30) days to provide the requested documents.

I emailed them and told that RCMP was sent and now they sent me email asking my passport scans which I can send by email which I already did.
I dnt know why they are asking me to send stuff which they already have.

^Man, you whine more than Chris Paul and Doc Rivers combined ;D

If they ask you to pay RPRF even after you've already done it then that's the time to complain.

Perhaps this is what you meant, but to be 100% clear, you do NOT sent fingerprints to CIC. You have to get a finger-print based RCMP clearance to sent to CIC.
