RCMP Record Check Request - Question

We are filing common law and our file went to the Ottawa VO in August. In mid September we received a request for additional proof of cohabitation which we sent in within a week. Its been nearly two months and today we got a request for my partner (he is from the US) to submit an RCMP record check for the time he lived here in Canada. I have some questions:

1) Does he need to have the full VS (vulnerable sector) version of the report or will just the first level one do?
2) Has anyone had to get this done from Texas that can provide tips?
3) We have been unable to link to mycic so all we have is ecas to go on. Does anyone know what stage of the PR approval process they would be asking this for? I'm just wondering if this means they were satisfied with what we sent for the proof of cohabitation?

No, you don't need a VS check, just Criminal History check.

Need to submit digital fingerprints from an accredited company:

The criminal history check is part of the basic application package. It doesn't mean they have or have not reviewed other sections, just that they found a basic item to be missing.
