I submitted my application for PR in march (this is second time- last time it got rejected, I could not manage to provide reference letter from my employer).
Got RCMP check (June) , medicals (Sep 23rd ), RPRF (Oct 24th) and ECAS changed to “in process” on Nov 14th.
On Nov 14th I got an e-mail from CIC asking an explanation why my name in RCMP is different than that of my Passport and PR application (I have used my given name exactly as per passport for my first name in PR application and wrote “not applicable” for surname/last name). CIC asked me to get RCMP check redone with name as per passport.

On my first RCMP check (I have 3 words in my given name) my given name was split into given name and surname. It was a mistake.

I wrote to CIC and informed that this is not intentional and got RCMP check done last week.
But this time at the commissioners (RCMP fingerprinting agency) they used my given name for both given name and surname. They denied to use “not applicable” or “no surname” as a name!.
On forum couple of users responded that they were able to get RCMP check by using “no surname” as surname (If I have understood it right). I guess they were lucky.

I have informed this to CIC. RCMP check should have reached CIC by end of last week.

I have applied for GCMS notes. On my last GCMS notes, everything was normal and all the points recorded were in my favor.
I have written to RCMP seeking their advice on cases like mine…waiting for reply.

My question is:

1. Have you come across a situation like this and what did you do?
2. Has anyone been refused PR because of this issue?
3. Is there anything else you thing that can be done from my side?

I had a big discussion with Officer on this :)
Then I followed CIC instruction in these cases

Actually If you go by CIC rule it says:
(http://www.cic.gc.ca/english/helpcentre/answer.asp?q=014&t=4)
"If you do not have a surname on your passport, travel or identity document, enter all your given name(s) in the surname field, write “not applicable” or “N/A” in the given name field."
BUT in CIC site itself somewhere I read if you don not have surname write your firstname in both the places (Sorry not able to find that link now in CIC site, will provide you )

Just a note for you in my CEC application I filled my First name as <Blank> and Last name <my first name> as per CIC guideline .

For RCMP I checked at multiple locations (different agencies) whether they can use "not applicable" or "no surname" or "FNU" etc...
On phone these agencies say they can do and after they check my passport they are willing to submit in only one way- by using my given name for both given name and last name. So my recent RCMP check has given name for both given name and surname!

finger printing agency said this is what they do for cases like mine!.

Relax they wont reject you for this. My friends had this problem and they did either "No Surname" thing or copy first name as last name too and attached a cover letter for CIC. They all got ppr's & some have landed. Even Airlines does what you just said.

You can attach a cover letter with your rcmp clearance and send to CIC. Its strange the commissionaires office in different locations follow different thing, thats another story anyway.

Well, To take this case further, I went to police station to see if they can play with surname.

Police officer recognized an interesting fact when I showed him him the e-mail from CIC ; I have not noticed it all along, my ignorance....

email from CIC said-
"Please provide an explanation from as to why your RCMP document is under a different name than on the application and passport, and a new RCMP check based on your name as per the application and passport."

RCMP check can be done by two ways:
1. fingerprint based
2. Name and DOB based...

What CIC has asked me this time is the Name and DOB based!!!
I got this report on spot at police station and have mailed it to CIC.

I have been searching about this
In all applications i use my Given name as last name since in my passport there is no last name
But my RCMP document they used the last name in Given name and last name space
