I've a feeling Ontario and IRCC work together and keep each other in the loop - it's not possible for the right hand to not know what the left hand is doing.

Which brings back to the question "Should i re-create my profile to receive ONIP"

1. Ontario requires us to re-create our profile
2. IRCC promotes older profile

but at some point cutoff has to fall below 400..
