I am going to be honest with you, there is a low chance based on all previous draws.
Having said that, if ITAs keep on coming in the highs like 2k+ every draw, then I am guessing by the 10th draw in 2017, we should clear all 450+ applicants, meaning by May 2017 there might be a possibility of EE going on a record low of 440.
Since there are a lot sitting between 400-450 (I am guessing 20K+), as you can see it will take at least another 10 draws to clear all, which is until the end of 2017, however people are registering on EE everyday, new graduates, PNPs, LMIAs, etc. Meaning the numbers will catch up again, therefore I find it extremely difficult for the score to go below 430 based on the above.
Once the end of year 2016 report comes out, we will have a good idea on how many applicants are in the pool, and on what scores, also by looking on the first 2-3 draws we will start to see a pattern on the ITA numbers.
Hopefully if CIC keep their word and increase the ITAs total for the year, that will help as well.
But I think there is some sort of regulating that is happening, for example when they were working on Refugees last year, they reduced the ITAs, so basically I think maybe CIC on purpose they don't want the score to go lower than say 430 or something, I am only speculating of course.
