Yes, House of Commons is in recess now but not for House of Lords, according to BBC Radio 4 program. lol. :P

I called cic call center to ask about medical yesterday at 2.30pm and this morning at 8.01am and it's closed. Their working hours are from 8am-4pm

Wouldn't read anything into it just yet. A lot of places fail to open up exactly on the hour. More true with governmental agencies.

I feel for you as you missed the ITA by only 1 point. and hadn't the new points been added to international Students you would have had an ITA by now. But i think you still have a good chance.... may be....by April 2017. Don't loose hope.... Coz i will get an ITA only after you get(463) :P :P :P.

I removed my post as I realized it was neither here nor there. I think realistically the score is going to hover around 490 for some time or maybe even go higher. I think if you are an FSW without a job offer it probably is not going to happen.
 
Wait until you get to Canada. Disappointment of professionals in many sectors is reaching its peak when they actually start working.
Maybe it is a nice country to live in but amateurs on every corner are driving you crazy. There is always a hope that there is a better workplace from your own but this amount of laziness, careless efforts and unprofessionalism I have never seen anywhere. And I travelled a lot before coming to Canada. People just don't take enough ownership in what they do and only thing majority cares about is what will they do after work.
Just look at this crapy administration and put it through the magnifying glass. You will see the real picture of Canada.
