still we will have more then 280K people of high scores in 2020 so that it is double than their annual target. So unless they make changes in EE like more ITA or more draws or separate draw for FSW/PNP/CEC, Scores will remain high.

Make changes to EE? Why would the government care? They have targets that they intend to meet. They have adequate supply. The challenge is going to be for candidates to hit those high numbers. Frankly, the only thing I can see now is people using the PNP route to get into Canada and moving to the GTA/BC like before.
you're right. But I wrote "unless" . And In Canadian history every time new government is formed they made some changes to immigration system. They have more target for 2020 and 2021. I think, IF they will change something, it would be in favour of inland applicants. Please note IF

if they continue 3600 ITA from the beginning of they year considering their higher target of 2020. then YES it will definitely come down to 460. BUT if by end of the year if cut of touches 467-469 followed by a gap of christmas and then 3300 ITA, That would be final nail in the coffin. that is my thinking. But I believe they will have some surprise for new year.

If you are lucky and your score is high , you can get ITA next week .
Dear @Dheana90 ...I really appreciate your calculations. It's quite a hardwork. But if could plz solve my query....last draw was 471 which means that all 3600 persons were above 471. Out of them 1000 were above 600 which means 2600 were above 471. That means our what we suppose that profiles are distributed equally at all scores is not true and rather more ppl are entering beyond 471 range....considering this what is estimate for 11th.......Secondly, as you have taken 467 as CRS for 18 Dec prediction...what a cording to u will be CRS if CRS is 469 ..and plz also consider higher number of ppl entering at higher scores.thanks...
I think there will be an effect on IQAS suspending new applications in the second half of 2020. IQAS gives masters equivalency for educational degrees of many countries which is not the case with WES. And masters means higher CRS.

i am going to decline my ITA i got on November 27th. i was planning on accepting it and submitting the docs after i complete my three years as I received the ITA a week before i completed my third year on the job. its simply not worth risking my PR application based on a petty thing like this. my CRS is 471 and i am positive i will get the ITA on the next draw.

- 11.2 (1) An officer may not issue a visa or other document in respect of an application for permanent residence to a foreign national who was issued an invitation under Division 0.1 to make that application if — at the time the invitation was issued or at the time the officer received their application — the foreign national did not meet the criteria set out in an instruction given under paragraph 10.3(1)(e) or did not have the qualifications on the basis of which they were ranked under an instruction given under paragraph 10.3(1)(h) and were issued the invitation.

(2) Despite subsection (1), an officer may issue the visa or other document if, at the time the officer received their application,
