For what 35000 CAD???
I guess that’s the current rate for LMIA here.
There is no rate for LMIA anyone who is offering LMIA with this price is just making money.
Outland LMIA is very hard to get because it’s hard to prove that Canadian compny needs you.

No charge for LMIA but lawyer will charge 4000-6000 (some 8000) for the whole process . LMIA fees are also included in that. IRCC approves lawyers will never apply for LMIA for Outland people because they know there is higher rejection rate. For inland its easy to get.

Nov 11 was holiday over there with IRCC offices closed. That must have had an impact on today’s draw. I’m sure it will hold tomorrow
There was a national holiday on Oct 14 as well and they conducted a draw on Oct 16th. I don't think that has something to do with the draw infact they are acting so strangely that a draw on Sunday or a 2 months gap is quite possible now..

I feel like there will be a cascading/feedback effect now. People will see the high demand and more people will begin applying especially people from the US, which will increase the pool size even more. I'm actually surprised by the sudden spike in interest.

How are they running short? Aren't they ahead of last year at this time? Also, what's the target for this year?
They are not running short of any target ... they have to issue about 9000 ITA 's to reach dia target for the year . And that is 3 Draws .

Hahaha ok ..

note to self - never argue with a stupid person as they will bring you down to their level and beat you with experience.
My 2 cents in this conversation.

Most of the H1B aspirants in USA would have done their graduation in their home town and come to USA to do masters (ignore the one who came directly from their job). So these people will have masters in ECA and lets assume they managed to get 3 years of work experience in USA even before them reaching their 30's (which is highly unlikely) and got 8777 in IELTS.
In this case, their score is at 469.
Even in the best case ever, which are also rarest, with IELTS CLB 10, their scores could not cross 481.

Now let's calculate the highly possible scenarios:
If they only have 2 years of work experience with 8777 in IELTS, their score is somewhere around 444.
And, those people with less than Clb 9 in IELTS, the score will remain at 411, even with 3 years of work experience.

Now it's up to you to figure out how many could get 481 or 411.

Why do they need to issue the 9000 though? Where is this figure from?

If you're in the pool, will you be contacted by a province for a Provincial Certi? Or do you have to apply separately? NOC 2173
Both are possible. You may apply directly to them, or you may get NOI (notification of interest) from a province if you have selected that province in your EE profile in the section that asks "In which province or territory does XXX intend to reside?"

There might be some technical issue guys , calm down -check the link IRCC mentioned in its tweets to people , who are asking about the draw today
Open the link , u will see a notification stating that due to technical issue candidates cannot check the status of their file

hence , this could be the reason aswell, just saying though

Has anyone noticed that last year there was a round of invitation on 15th of November, which was Thursday - and it is commented as something extremely rare. Do you think we can hope for a draw tomorrow?
