My 2 cents in this conversation.
Most of the H1B aspirants in USA would have done their graduation in their home town and come to USA to do masters (ignore the one who came directly from their job). So these people will have masters in ECA and lets assume they managed to get 3 years of work experience in USA even before them reaching their 30's (which is highly unlikely) and got 8777 in IELTS.
In this case, their score is at 469.
Even in the best case ever, which are also rarest, with IELTS CLB 10, their scores could not cross 481.
Now let's calculate the highly possible scenarios:
If they only have 2 years of work experience with 8777 in IELTS, their score is somewhere around 444.
And, those people with less than Clb 9 in IELTS, the score will remain at 411, even with 3 years of work experience.
Now it's up to you to figure out how many could get 481 or 411.
