Nomination Cert Issued : December 1st.
Cert Arrived in Mail : December 8th.

They ran out of quota today, which means if they mail the certs today people will still be receiving them until this week. So wait until next week and you will know.

This is why you lock down the file; and make nobody else edit it. Enter the data yourself; and make a copy of it hourly so nobody can vandalize the file and wipeout the data. You should have learnt this lesson the first time this happened.
