With all the work experience, qualification I am scoring only 416 points max . I scored only 7.5 in IELTS but if one scores 8.5 one can increase points to 486 which my friend did .

i have 3 years of work experience as the engineer, ielts score is overall 7.5 whereas listening 8.5, reading 7.0, writing 7.5, speaking 7.5 and age is 26, education is 4 years post secondary degree.
should i apply for the express entry or i should apply for mpnp(manitoba provincial nomination program). as i have relative in Manitoba state.
please let me know, If you know about it ?.

can i apply in one process only, or i shall apply in express entry as well as in the MPNP Expression of Interest also. ?
