Few days ago, my wife received R-1 multiple visa valid for four months only from the Canadian Embassy. Could you please provide me with detail information about the next steps to get new PR Card? What kind of documents she needs to prepare.

In theory, no. A (re)assessment of the compliance with the Residency Obligation requirements can be done at any time.
However, in practice, I believe that a PRTD issued as R-1 will be accepted by IRCC in Canada as acknowledgement that the holder meets the RO.
