According to the checklist,#13,it is better to have the police certificate right? Do I need that from Canadian government，or from my country? I am an international student.How long it takes to get that certiftcate?

The checklist tells you! Home country. Cic will do a check of you within Canada. If they get a name match, they will then request a RCMP clearance.

You should get a PCC for:
- your home country AND
- each country or territory where you have lived for six consecutive months or longer since reaching the age of 18.

It depends on what info they get on name check. If you submit it easily they may still request it later. The certificate only displays conviction date up until the date you get it. Obviously you could commit a crime while the application is in process.

You can now pay fees online so really no reason to submit right of... Fee.

Do yourself a favour and just follow the instructions given by cic.
