I submit the CEC application with a Proof of Funds of 15K CA dollar.

Do i have to keep this fund above 13K ($12,960) threshold during this whole time? Until COPR?

You don't need to submit proof of funds for CEC applications.

If you did that's fine, nothing happens either.

You can have 0$ that this has no bearing on your application.
