Questions about Quebec Family Class Sponsorship from Outside Canada

Hi all! We have a number of questions that we haven't found answers to yet, and we hope you can help.

Background:
We are an American citizen and a Canadian citizen/US PR. We have been married 6 years. We have two dependent children (2 & 5) that are dual citizens. We asked a question in the citizenship forum about obtaining their proof of citizenship so we won't repeat that here. We also have an older child (21) who is an American citizen, enrolled in college, who does not intend to move to Canada. We hope to move to Quebec within the next 4 years, before it gets too difficult for our children to switch to schooling in French (which is not available even as a second language here.) However, we are also looking at applying for US citizenship for the Canadian citizen/US PR this year to prevent problems with the current US administration's policies towards immigrants, and to prevent having to repeat the process in the future if we decided that things weren't working out financially/scholastically in Quebec.

1. When filling out the sponsorship application we believe that the only person being sponsored is the American spouse...
1 a. The dual citizen children do not get mentioned on any of the forms, since they do not need to be sponsored, correct?
1 b. Since the older child is over the age limit for sponsorship and does not intend to move to Canada, does this child also get omitted from all of the forms?

2. If the Canadian citizen/US PR applies for US citizenship first, would this prevent them from sponsoring the American spouse or make the process more difficult? Would we even need to mention it or explain our reasons for doing it during the CAN sponsorship process?

3. What can we do to show that we intend to move to Quebec? We will not be able to sell our home here, since the American child would like to stay in it assuming a local job is available after finishing school. We also do not want to have to separate during this process unless absolutely necessary since we had to live apart for the first two years of marriage. While we have family in Quebec, they don't have space for our family to live with them for more than a few days, so we've looked at apartments etc. But we wouldn't want to sign a contract unless we already had approval for the sponsorship. We also have seen a number of possible jobs recently, but if the Canadian applied to them now, it would mean separating and forgoing the US citizenship application... Any ideas? We do have several Canadian bank accounts (currently low value) that we could add money to regularly to develop a settlement fund.

I'd like to ask first, you said
We hope to move to Quebec within the next 4 years
, why are you filling out the forms now? Are you just looking at them?

You declare your family members in the forms, but you don't add them as sponsored dependents.

THey don't care if your wife has US citizenship status or not. They do care if you aren't planning to move to Canada right away.

You can show proof of where you plan to live, it only takes a few months for PR so just plan where you want to live, or even "visit" the apartment while you are applying.

We aren't filling out the forms yet, but we are trying to be prepared so we can act as soon as the US citizenship goes through. We hope to file that within the next week if it won't create more problems long-term. We expect it will take about 1 year to complete that process (hopefully less). We also need to save enough funds for the move, and for the older child to become somewhat self-sufficient financially.

The reason that we are looking at the CAN forms now is to make sure that it wouldn't appear to be a reason for refusing the Sponsorship Application. We know it will be more expensive/complicated because of moving to Quebec, and because the sponsor doesn't already live in Canada, but we have family there. We are also doing the proof of citizenship for the two little ones now, so that we will have that done already.

Do we declare the older child as well as the little ones - due to age it was not clear whether they should be listed as a family member or not?

I think you should get closer to finalizing the US application, then apply for the Canadian Sponsorship. Your intention to move to Quebec can consist of home inquiries and applications and a solid story and a timeline. You have all he valid reasons for that.

Also, US will not fight immigrants forever :). Four, or 8 years at most. Don't be scared, and plan for your kids carefully.
