My case is: I am sponsoring my husband, who was a PR of Canada before. We applied together 15 years ago, he was the main applicant and I was the accompanying dependent. He lost his PR due to not meeting residence requirement, and now as a valid PR of Canada, I am sponsoring him. Is this YES or NO?

I would answer NO as your husband wasn't a non-accompanying dependent of yours and he was given permanent residency. Then I'd write a separate explanation for your actual situation, and I'd relate it to that form and question.

Keep that in mind for anything else that might cause suspicion or confusion to the officers dealing with your application - try to anticipate those points and use separate sheets of paper to explain them in advance.
