Why is someone visiting canada with an Open Work Permit Qualifies for OHIP insurance in Ontario but someone who has an Open Work Permit (which the application was sent in & approved with the spousel Sponsorship Application) cannot apply for it until the Spousal sponsorship application is approved even though I am allowed to work with my OWP & al working does not qualify?

People will try to find any justification, but that doesn’t make any sense. Same for : why inland applicants can have an open work permit, but Outland applicants (that came back to Canada because of Covid) can’t have an open work permit and they just have to waste their time here. What’s the harm of giving them -with a condition of not leaving the country, etc.

If you have an OWP and are working then you should be able to apply for OHIP.
 
To scylla I am working with an open work permit & my wife got approved to Sponsor me but I am waiting to be approved as my application was sent to Etobicoke. But will look into it

You qualify for OHIP. You just need a letter from your employer.

If you have a full-time job that will be at least 6 months (or a permanent position for that matter), you can apply for OHIP:

"You must also meet at least one of the following additional requirements. You:
[...]
* are in Ontario on a valid work permit and are working full-time in Ontario, for an Ontario employer, for at least six months"
