My husband and I got married in December 2009 and we are almost ready to submit our application. My husband will get his medical done next week. Do you think they will question why it took so long to submit the application? One of the main reason is obtaining Police Clearances from different places.

Will this have an impact on their decision?

Nope i got married April 2009 applied Feb 2010,if anything it might make your case stronger as they se you have been married a year and the relationship is still good.The cases looked at more closely would be the ones who married and applied right after(in my oppinion)

If you and your husband were living together in that year, it will help your application - they want proof your relationship is genuine, and living together is the best proof of that.
If you were living in Canada and he was in Taipei, then yes, it can affect the application. I have seen refusal letters that gave as one of the reasons the long delay before applying. If your proof that your relationship is otherwise strong, it will be OK.
I would definitely explain that you wanted to apply sooner, but the application was delayed because you had trouble getting all the police clearances.
