My application under NOC: 1112 , was received at CIC 21st of august, when the CAP was 392, today the cap is 388, what do you think , I want to know , my application has been counted or not? please advice

If your application was received on August 21st - then its has not been counted yet. That CAP of 382 is, at best, up until May 16th applications.

As the poster above has explained, the count on the CIC web site only includes applications received until mid-May. Unfortunately it's pretty much guaranteed your application was received too late to make the cap. You should be expecting your application to be returned unprocessed.
