Question when reapplying for Express Entry Pool

Hi,

I am reapplying for express entry this year after my profile expired some days ago. One of the questions when reapplying that is asked is: "Have you applied to Citizenship and Immigration Canada before?" I am unsure whether to answer this as yes or no as I did apply to be in the pool for express entry before and have also applied for Working Holiday Visa to IEC Canada.

Can someone please help me out here as I'm unsure whether the answer should be Yes or No?

Just having an EE profile for being in the pool doesn't make you an applicant to CIC.

But if you have an UCI No. from your application for Working Holiday Visa, then yes you have applied to CIC before.
