Question regarding apply Work Permit online. Please help.

Hello,

My nationality is Chinese. I studied in US and I am working in US now. As I have a job offer from Canada, so I applied Work Permit on-line on July 1st, 2013. So far, three months have passed, I received nothing information but the initial Submission Complete message.

So my questions are:
(1) Which Visa Office will process my application? As I am in US now, will New York visa office process? Or one of Visa Office in China will process as I am Chinese.
(2) Is it normal to take that long time (more than three months) to process Work Permit?
(3) Where can I track my status? I sent query email to CPP-CTP-OTTAWA-TRV-VRT@cic.gc.ca a week ago, but no response yet.

How could I get any information from the process status?
