Question re: pilot program for Canada Class

My partner and I are applying for spousal sponsorship via inland class and have recently found out about this pilot program. We have not yet sent off our PR application and are having problems relating to which OWP forms are needed. Is IMM 5710 all that we are required to include with our inland application or do we need to do the full application for a work permit (IMM 5488)?

You must have valid status as visitor, worker or student, in order to qualify for OWP under pilot program.
