question re: background check & initial application

hi, need to know if all applicants experienced a background check from CIC, or is there an exemption.
Also, is the initial application (full copy) sent to Sydney will be forwarded to Visa office in-charge, please let me know.

The application copy which is sent to CIO, Sydney is forwarded to the local Visa office along with the file number they will give you.
