My question is that, if a person has an offer from an arranged employment
as a floor installer and working now in Canada, can he apply for Federal Skilled worker ?

My friend is a florrs installer, and he has his last year that he can stay in Canada. He is working now in Canada with
the work permit. He is trying to apply for PR with CEC progrma, but it is not that easy for himt to CLB 5.
But with the educaiton and background, I think he can pass 67 points.

He is NOC B 7295 . His job is not in the list of eligible occupations.

Ministerial Istruction says that the applicant is eligible if the person has an offer of arranged employment.
He received a job offer and is working now. So, even if the job is not in the 50list,
Can he apply for the FSW or not?

I think that he can, but I am not 100 sure.
Please let me know, friends!!!

any person with valid job offer can apply, even, if his/her profession is not listed on the eligible occupations. read here:

first paragrapgh of the page,

i think your friend is not eligible, the reason is for FSW, the applicant must have minimum IELTS 6 band in each of 4 factors.......?
that is the problem. if he can get 6 or more than he can apply.
SOLUTION,

ask him to apply for PNP, from the province where his employer is based, who will offer him job. because Province has low "IELTS BAND" requirement.
