Question on Notary in US and Transcripts.

Hello Folks,

I have got a question on having notary of documents here in California.
My CHC is Buffalo USA.

Notaries in CA are not marking there official STAMP/Seal on xerox copies, instead they attach a separate sheet (Certificate) with short description of the document.
My doubt is that practice is acceptable to CHC buffalo? in most of the countries Notary put there stamp/Seal on the Xerox stating something like "TRUE COPY" or "ATTESTED".

Education Degree/Marksheets: Do they need transcript from university or college in sealed envelopes? or Notary of Xerox will do the needful?

Dear forummers,...

I have always seen these types of questions arising, ie about how to get notarized copies, who can notarize, etc, etc,...

I extracted the following from the "Application for Permanent Residence - Federal Skilled Worker Class" - Document No : IMM EG7000 (01-2010) - as you can see, this is a very recent document,.. it's actually a handbook,....

Just follow what you see as in the below :-

Certified copies or notarized documents
To have a photocopy of a document certified, an authorized person must compare the original document to the photocopy and must print the following on the photocopy:

 „„I certify that this is a true copy of the original document‟‟
 the name of the original document
 the date of the certification
 his or her name
 his or her official position or title
 his or her signature

Who can certify copies? People authorized to certify copies include the following:

In Canada:
 a commissioner of oaths
 a notary public
 a justice of the peace

Outside Canada:
 a judge
 a magistrate
 a notary public
 an officer of a court of justice
 a commissioner authorized to administer oaths in the country in which the person is living


I'm sure the above is helpful, we just need to follow the instructions accordingly, do not deviate and to be able to source the proper and correct instructions.

Thanks for the comment, I read that info before, but my question was Notary in California don't write any thing on photocopies, they just provide the additional page/certificate which shows all details.

but that page can be attached to any malicious photocopy, why can't notary in California understand the same (I think it's same practice followed by notaries across the USA.)

I am sure there are many applicant who are currently in US and faced the issue, any insight (How/Where) will be greatly appreciated.

Max,... does the notary make a copy of everything before he provides you your copies ?

Hi FrenchAsian, Nope they don't make any copies for there record, simply take our signature/Thumb impression in there registar against the document name.

Any body from California, who resloved the notary issue, and successfully submited copies to CHC Buffalo USA ?

if you want notary in usa plz visit your bank where u have account and ask for notary.they will notarize your documents after seeing original paper. i did mine in Bank of America.

Lordy folks, hasn't anyone ever heard of Google? :)

1) Notaries are regulated at the state level, therefore each state has its own rules. No one from any of the other 49 states will be able to answer your question.

2) Over the past couple of years, problems related to legal liability have led to changes in many US states that prohibit notaries from certifying copies like they used to - there's no way a notary can verify that the "original" is really an original. In many states, notaries can no longer write and sign the statement that CIC provides in its manual, it is illegal for them to do so. In some states they are very specific about which documents can and cannot be "certified." Rules are frequently changing. States have developed their "work around" to give the next best thing to a certified copy.

Jes_ON, thanks for the response, your comment is important to me. and I assume CHC will accept California practice of copy certification.

CIC will accept the version of copy certification that is permitted in the jurisdiction where it is obtained. Of course, they should update their instructions, but this may be just a US issue at this point.

Is it okay to submit certified/Notary copies of Mark-sheets/Degree to CHC Buffalo USA?

Shail2054, I have tried Bank of America option and there notary is also not putting any stamp/Seal on Xerox and giving the same kind of additional page/certificate which shows all details. have you got any comment back form CHC or it's able to sail through the proces?

I am from CA and I know what you are talking about, when I had my docs notarized, the notary attached a separate sheet where they stamped and signed the certification with the copy of my docs and that is what i submitted to my lawyer in Canada who reviewed it and submitted it to Buffalo. You have to provide all docs as notarized certified tru copies except for the transcripts which have to be original in a sealed envelope and either signed or stamped by the school on the envelop flap. For transcripts I was in the impression that notaries copies of mark-sheet should be okay to send CHC-Buffalo.

Is it a mandatory requirement to send transcripts which have to be original in a sealed envelope and either signed or stamped by the school on the envelop flap??

It is mandatory to submit ORIGINAL transcripts of all courses taken in a sealed envelop.
