Question about processing time

Is the 71 days processing time from the date of receipt of application or from when cic starts processing it?? And these are not working days right?

From the receipt of application. Keep in mind: "The processing times show only the time it took to approve or refuse 80 percent of applications during some time in the past. Processing times in the future may be different. We show processing times to give you a general idea of how long a process takes."

You are right. 71 calendar days (not just working days).
