I am planning to go study concept art in Quebec for 18 months which will grant me “attestation of college studies” diploma. I’ve learned that this type of diploma is eligible for PGWP if the diploma is issued by the government of Quebec. Now, it’s only 18 months and I would like to maximize my PGWP length, so I am looking forward to studying in concept art postgraduate degree in Toronto after the first course in Quebec for another 12 months, and hoping to combine these 2 programs for maximum length of PGWP.

the question is: Is this possible at all, to combine 2 diplomas from 2 provinces with one (Quebec) having different rules of PGWP eligibility than the other regions in Canada?

As long as both schools are DLIs and both programs qualify for a PGWP, your plan will work.

Make sure the first program you are taking qualifies for a PGWP by looking up your school (and program) on the IRCC web site.

Generally speaking, stay away from private colleges.
