So I just finished my Bachelor’s degree in Thailand, but near the end of my course, I’ve shifted my interest from traditional painting to concept art and film industry. So I want to learn concept art and I see an art school in Quebec that offer 18 months of studying concept art with professionals from concept art industries. The only catch is that the diploma is like a post-secondary degree, which is obviously lesser than Bachelor’s degree, I think. Will this be considered backward education and result in study permit refusal?

If it is at a DLI and you can show how taking the program will build upon your education and advance your career in your home country (job, salary etc.), then it is not considered “backward.”
