Question about Official or military passports

"Permanent resident visas cannot be affixed to diplomatic, official or military passports."

What exactly does military passport mean? Are these issued separate from personal passports?

What are the rules for an ITA recipient who is currently serving in military (outland) but only has one normal/regular passport (passport picture is in uniform)?The same passport is used for both official and personal purposes (only one official visit and no personal visit commenced on the passport so far).

I am currently in the process of collecting documents before application submission

Military passport is an official passport issued by some governments for active military personnel for their official travel abroad. It is different from personal passport.

I am not sure about the rules for active military personnel.

I received my ITA Healthcare Draw (CRS-478), I have one question that is not being addressed in the past posts.
1. My husband is in Military and has a passport with Uniform Picture. He has resigned and his decision for resignation is pending which might take more than 60 days (time for which I have to submit documents). He can’t provide No Objection Certificate as it is highly not recommended for Officers to apply for immigration before they are released.
2. His All documents incl. IELTS/ECA is ready. less passport with civilian status.
3. Can I add him post ITA after 60 days have passed when his resignation is accepted ?
4. Any other way to bring him onboard from day 1?
