Yes. However, the questions OP referred to in their post, #20-23 on IMM5490, are only for those applying as common-law or conjugal. The form specifically states after #19 that married couples are to skip those questions and go straight to #24.

My point about providing proof of the relationship (marriage) was not meant for section 19. It was in response to the `conjugal type relationship' that married couples need to provide evidence of.

3.Since no minimum income is requirement, you dont need to check mark it. Also document checklist mentions only to put tick mark on the documents we are submitting. So I didnt put N/A
