It says "Charged/convicted of a crime or offence, refused admission to Canada or required to leave Canada?" on COPR.

My question is: 1. Is it just regarding about crime or offence?
2. Does it count as "refused admission to Canada" if my very first visitor visa/ study permit (Before I came to Canada for the first time) was denied?

This has to do with criminal offences. Being refused admission to Canada does not prevent you from getting PR provided you are honest in your PR application and mention all refusals.
 
Refused Admission and refused visa are two different things.
 
I don't get it. why you have it on COPR?

Thanks Scylla. I asked my immigration consultant today and got the same answer. He said it has nothing to do with any "visa refusal". This question on COPR is all about criminal offences. So I guess everyone's answer should "NO". Otherwise, his/ her application would be declined way before getting COPR. Makes sense?

Thank you. Any idea what is the main purpose of asking this question on COPR since they already did our background/ criminal check before issuing COPR?

I see. Did you send your passport by Canadapost Xpress? If so, you could download an APP from your Iphone (not sure other brand) so that you could track the process. I think they are processing immigration visa very fast recently and you may get your COPR very soon.

Could you actually confirm with your immigration officer during your landing if you have the same question on your COPR? Just want to have an absolutely clear answer that THIS COPR QUESTION IS ALL ABOUT CRIME/ OFFENCE CHECK. IT HAS NOTHING TO DO WITH PREVIOUS VISA/ STUDY OR WORK PERMIT/ ETC REFUSAL. Therefore, we could share the information and help the others who have the similar questions in the future. I'm planning to call CIC call centre and see if they could provide me any relative information. Will update in this post once I have an answer from them.

I will do that, can you please advise how long it takes after CIC receive the passport to get it back?

I checked in this forum and many applicants received their copr in 2-3 weeks. I received my passport about 2 weeks after I sent it out via Canadapost Xpress. Therefore, if you had sent yours out last week, you should have it back very soon. Check your return Xpress Mail status by your tracking number. It may be already processed by post office.

not yet brother, how ever the return tracker got activated, which means it should be here by Friday.

Have you landed and ask your officer about this question? :)
