question about background declaration form IMM 5669

hello folks on background declaration form Imm 5669 on Q. 6 section e. It says

have you ever been refused admission to or ordered to leave canada or any other country? what should I do YES or NO. my situation is

my wife whom I am trying to sponsor was denied for canada tourist visa last year. There is however nothing that shows about denial in passport all she received was a letter explaining why tourist visa wasnt granted.

any idea? I will very much appreciate it.

since your wife has been only "refused" tourist visa (not entry to canada), you must answer "NO" to this question. however, the next question on the form that asks "have you been refused visa for canada or any other country", you must answer "YES" and put an explanation below (state the reasons on the paper given to you (by the embassy or visa office where you applied) about tourist visa rejection (such as lack of ties to home country) and explain them each in general. in another part of your application, explain her reasons for applying for tourist visa and reasons for rejection in detail.
