I am currently in Canada as a visitor. As I come from Spain, I did not require a visa.
I was admitted at a Quebec college to pursue a degree in healthcare. I already obtained my "Certificat d'acceptation du Québec (CAQ)" so that is all good.
Now, I am stuck at the Study Permit application. I wish to apply ONLINE but I do not know if it can be done if you are already IN Canada.
Also, when I went through the eligibility questions to apply for a Study Permit, they asked what my CURRENT country of residence was. They added a comment along the lines of "if you are currently in Canada, you should answer "Canada"". I did so, but then when you get to the end of the questions, it seems as if you had to be a student in Canada wishing to renew a Study Permit in order to be eligible to apply for a permit. You see, if I say that my country of residence is Spain, the automated program says I am eligible. If I say I am currently in Canada, then I am only eligible if I answer YES to one of the following questions:

Does one of the following apply to you?
I am subject of a removal order that is unenforceable
I applied for a study or work permit before entering Canada which was approved, but not issued at a port of entry; or
I am a primary or secondary student with visitor status in Canada;
or I am a visiting or exchange student with visitor status in Canada;
or I am a student who has completed a program of study that is a prerequisite to my enrolment at a designated learning institution with visitor status in Canada;
or I applied for permanent residence to an office in-Canada and was determined to be eligible for permanent resident status (first stage approval).

None of these applies to me so I answered NO, but then the system concluded I am not eligible at this time to "IMMIGRATE" to Canada. I am just applying for a Study Permit! Not to immigrate to Canada. Something has to be wrong about that software.
What if I said my country of residence is Spain and went through the entire application online? I mean, in the end, it will be mentioned anyways in IMM1294 that my current address is in Canada and they should be able to send me the letter to an address in Canada right?
As a visitor, can you still apply ONLINE for a Study Permit (first time application)? If so, how do you specify where the application should be processed? Like, do they know what Visa Application Center to send the documents you uploaded?
I have talked to three different CIC officers and I find it a bit frustrating that they give you different answers depending on who you talk to.
