Question about “resided" - OINP foreign worker stream 2019 sept

application submitted yesterday, Sept 9th. but wondering should I claim as "resided" as I been lived in Canada last year 2018 for 178 days? Thanks and appreciated.

also, am seeking advice for EE/obtaining a PR asap, as my very 1st IELTS band 6, with 5.5 in both writing and reading. =( so am preparing for a retake. the eligibility for getting into the pool is a minimum 6 in each criteria,correct? is there any other options for me? as I just saw the OINP foreign worker stream takes 18 months untill obtaining a PR? anyone can verify this? less than 1year CA work exp.
