Query: A friend of mine has received his COPR etc. But he doesn't want to land yet for personal reasons. He is required to travel to the states (by air) in Nov 2014.

Can he decide not to land upon arrival (while entering Canada, most likely Toronto Pearson)? He has Work permit and visa valid until March 2015. Is this an option? Any comments / suggestions? Thanks. :)

Yes he can land anytime before COPR/Single entry visa (specifically for Landing purpose) expires as they cannot be extended.

You mention that he has a WP and visa, and he also got his CoPR. I am guessing he also might have received the non-immigrant visa stamped on his passport? I spoke to the CBSA officer during my landing and he said that the older Work VISA becomes invalid as soon as the immigration visa is stamped. So if he tries to enter the country (from non-exempt visa country), he will have to land. Only people who can enter without performing landing are from visa exempt countries.
 
Thanks guys. Any other option to avoid landing (besides cannceling the trip to US)? My friend lives in Toronto. Can be deove across the border and then take a flight? Will that help at all? Thanks.
 
He has a permanent residence visa. It's valid for some time, if he choses to use it he can do it. If he does not chose to use it, it's all his choice. But he has to have another valid entry visa to enter Canada (apart from the landing visa).

Honestly if I were a CBSA officer, I would definitely question him. Cause it does not make sense. It will definitely raise eyebrows, so he better come up with a really good convincing answer!

Yes all the previous visas will expire ONLY IF you chose to use your PR visa and land.

This is as far as my knowledge stretches on this matter, however the best way to find out is to drive to the border and ask an officer before doing the flagpole/landing/leaving. This is completely safe. Park your car at the parking, walk down to the border office, ask your query. As far as I know they are friendly and they will answer your question.

That's not true... All the previous visas become invalid when they issue your PR visa. You can't choose which visa to enter Canada with. Once you are issued a PR visa you have to use it.
