My father got his 10 years visitor visa in 2015 that time Biometric wasn't mandatory.
He has already visited to Canada once in 2016.
He is planning to come again in 2023, would he be allowed? as I read in CIC site Biometric is mandatory.
My understanding is Biometrics is mandatory for new VISA application.
Please advice.
