1. NO, It's an open work permit, you don't need any job offer. You need to submit PGWP application within 90 days of getting transcripts/final grades/notification that you have completed all courses.
2. Depends, usually 2-4 weeks
3. Yes, apply for a new SIN card. Takes 2-6 weeks. Old SIN (for ON/OFF-campus/co-op work) will expire with your present study permit. As long as your study permit and off campus work permit is valid till the time you get PGWP, you can use Old SIN, but then New SIN required.
4. It's up to you.
You need off campus work permit issued to you(which will be valid till your study permit's date) to work in that 3 months before post graduation work permit comes. You will need to submit your application for a Post Graduation Work Permit before your Canada Study Permit expires ---
within ninety days (3 months) of receipt of written confirmation that you have satisfied the requirements for your program (the issuance of your final grades). If necessary, you can always request a one-time Bridge Extension on your Study Permit. So, you can extend easily 1-1.5 months by working at your job with the valid off campus work permit, till you receive your newly issued PGWP. Don't take risk of applying too late and if it seems that your study + present off campus work permit will expire before the PGWP comes, apply for a one time Bridge Extension on your Study Permit (although that's mostly can be extended to max overall 90 days and since you already have 90 days, my guess you won't be able to extend) and hence you will be in a very difficult situation.
