Query on application under FSW for NOC 2171

Hi,

I wish to apply for a PR and I would have opted for the CEC category but my employer is not willing to provide an experience letter.

1. So given the circumstances, can I apply for PR under the FSW category?
2. If yes to above, is the experience letter equally critical to provide if I apply under this category?
3. If I apply under FSW category, is there a reliable alternative in the absence of an experience letter?

I appreciate all the help I can get from the experts on this forum.
