Queries to fill IMM 0008 for newborn baby

Hello All,

I am trying to bring my new born son (1 month old) to Canada. In form IMM 0008, I am not sure of this:

Are you able to communicate in English and/or French?

As I am filling this form on his behalf, should I enter English or should I enter Neither?

Neither should be fine since the Applicant is an infant.
