I had invited my mother on my convocation ceremony, after waiting for three weeks, now its showing passport has been dispatched but we did not got any email so what does it mean??
And due to corona virus its taking many days. So is there anything that you can help me with.

Did she complete a medical yet? If not, typically this means it's a refusal.

Doesn't really matter at this point anyway. Canada has announced it's closing borders to all but citizens, permanent residents and a few other very limited groups of people. So even if she is approved, highly unlikely she will be able to come here.
