I have all my documents ready but I am reading about the new laws and my French TEFaQ is B1 and B2. Can anyone please suggest if I send the documents today with DHL and they arrive on Monday at the Ministry, will the date of the arrival be considered as my date of application? Or will I have the new rules applied on me and I should wait? Please help. I don't know if I should send them today or not. My NOC is on the list of 6 points, together with my wife. IELTS is 7 and 7.5. Wife has the same profession and we have one 2 year old child.

Unfortunately i have just seen your post now. I also sent my application on 25th July with DHL. I hope the application will be there by monday 29th July. I have TCFQ Listening B1 and Speaking C1. My AOT is not a priority but my spouse has qualifications in an AOT with 12/16 points and another separate qualification in an AOT with 6 ponts. Hopefully they consider his AOT and then my french!

Just asked FedEx in my country (El Salvador), they also take 5 days average for a package like this, I don´t see any improving over DHL according to your data.
I am wondering, with such a big delivery time, and having into account your ECA could have only be requested from APR-13-2013, and the date to submit all documents was MAY-04-2013 (a Saturday), how the heck can possibly someone move its papers at the speed of light to meet these deadlines?,
any insight?. where should I look after experiences?.
