It is dependent on the visa office and the assigned officer. There is always a queue. I received medical forms. I accomplished the tests and sent the results to the office.

CSQ Issued: October 2015
Federal Documents Sent: October 2016
Federal Documents Received: October 31st, 2016
AOR Received: February 16th, 2017
Medical Documents Received: February 26th, 2017
Medical Tests Accomplished: March 12th, 2017

Now with regards to EE, CIC does commit to complete the application within 6 months however it does not mean that it will always be the case. Complicated cases and delays can affect that target.
