I am from India, having Mastor of Science(Botany) and Master of Education. Working as a Post Graduate Teacher for 5 years. 34 years old. One consultant offered me Quebec PR without IELTS.
Could I get Quebec PR without IELTS score?

Rule No 1. Never trust consultants & do not give them your hard earned money on false promises.

Quebec Arrima System is based on points. Your English & French skills carry points. This is the points table https://www.immigration-quebec.gouv.qc.ca/publications/en/divers/GRI_SelectionProgReg_TravQualif2018-EN.pdf

Calculate it for yourself if you get a passing score without English or French. I mean English scores are the easiest to get. Why would anyone not want points for English ?

Why Quebec ? Did you check Express Entry ?
