I am going to finish my PhD by next year from McGill university, Montreal, Quebec and i finished all the course requirement. I am planning to apply for federal skilled worker PR program (under PhD stream) and i am planning to apply from Quebec province. Also note that my wife is pregnant and will deliver a baby in a couple of months in Quebec province itself. In such condition, what would be the best option for apply for federal permanent residency? To apply directly from here or to apply to CSQ and then to federal? I havent got any French proficiency and have my IELTS score. Kindly suggest me a good option to apply for PR. Will i be asked to provide proof to say why i am interested in a province of my interest apart from Quebec during the processing of my application? Is it a best option to relocate to another province and then apply for PR?
