Quebec provincial government’s immigration department announced three changes to the Quebec Skilled Worker Program (QSW):

Points awarded for certain areas of training have been reduced

Candidates with vocational secondary or technical post-secondary education and who are in one of the areas of training in demand in Quebec no longer earn additional points

The cutoff score for employability and the passing score for the selection grid have been raised

The changes apply to all applications as of March 8, 2017, unless the preliminary review of the application has already begun.

WHAT HAS CHANGED?

1. Reduce points for certain area of training.

Depending on your area of training, you used to be able to claim either 16, 12, 6, 2, or 0 points.

If, under the previous system, you could claim 16 points, you can claim 12 points under the revised selection grid.

If, under the previous system, you could claim 12 points, you can claim 9 points under the revised selection grid.

2.No more Additional Points

Under the previous system, you could claim an additional 10 points if your area of training was worth 16 or 12 points and you had either vocational secondary education or technical post-secondary education.

Under the revised selection grid, there are no more additional points.

3.Cut of score increased

There are two cutoff scores that you need to meet to be eligible for QSW.

The first is the employability score, and the second is the passing score. The passing score is the employability score combined with points for accompanying children and financial autonomy.

If, under the previous system, you were applying alone, you needed at least a 42 employability score and 49 passing score. Under the new system, you need a 43 employability score and 50 passing score.

If, under the previous system, you were applying with an accompanying spouse or partner, you needed at least 50 employability score and 57 passing score. Under the new system, you need a 52 employability score and 59 passing score.

WHO IS AFFECTED?
The changes apply to all applicants moving forward. They also apply to all applicants who have received a confirmation number, but whose applications have not undergone a preliminary review yet.

If your application’s preliminary review process has started, you are not affected, whether the preliminary review is completed or not.
