Quebec: does the CSQ guarantee PR at the federal level?

Hello all,

Does receiving the CSQ almost guarantee PR at the federal level? That is, if I have no police record and no major illness? Is the federal part of the Quebec PR application merely a formality?

What will they check at the federal level, apart from the medical/criminal background? The CIC website says that "Quebec-selected skilled workers are not assessed on the six selection factors of the Federal Skilled Workers Program."

Please allow me to differ with one of our most senior member Qorax's opinion. And for sure, his knowledge can't be challenged regarding to Canadian immigration. Though, according to my limited knowledge, I think the other way around.

IMHO, once you get the CSQ, it guarantees your PR at Federal level provided that you don't have any medical illness and criminal history. In QSW, your education, work experience and adaptability is checked according to Quebec's immigration process and only things that are left for the Federal process are medical and police checks. I hope that helps.
(Please correct me if my understanding about the QSW process is misinterpreted. )

Quebec is solely responsible for the selection of applicants destined to the province of Quebec.

Federal responsibility under the Accord is to assess an applicant’s admissibility and issue
permanent resident visas.

An officer may therefore refuse applicants even if they have already been accepted by Quebec, if
they are inadmissible. At the same time, the officer will not issue a permanent resident visa to any
applicant destined to the province of Quebec who has not met Quebec’s selection criteria.

As per my understanding Federal has nothing to do with a provincial selected skilled work except the checks(medical/Security/misrepresentation) in short inadmissibility that I have clearly stated in my previous post. Would you mind to elaborate your point please?

How you differ with someone who says that CSQ does NOT guarantees PR.

I actually got even more confused, which is why I stopped replying. Perhaps my question wasn't clear in the first place, and I apologize if this were the case.

I simply wished to know whether or not I should expect to have the PR once I receive the CSQ, provided that I pass the federal level's police and medical checks.

U can 'expect', yes... but it's not a 'guarantee'... there could still be a "slip between the cup & the lip".
