Some one gave me a tip and I took it. When sending any copies of any documents, either pay to get several original copies or go back to the same institution that gave you the document and ask them to certify it.

I Ja, it just took me a couple hours to get the photocopies of our passports certified by PICA. At the university, the Registrar certified the copies of our degrees and diploma the SAME day.
For the birth certificates, we went back to the agency that issued them and applied for copies. So I applied for 5 copies of each persons birth certificate.

Transcripts were original and came directly from the schools who issued them.

Save yourself the time and get original where possible.
Trust me that's not possible in a country like India...lol

Toutefois, cette mesure exceptionnelle n'affecte pas le traitement des dossiers des travailleurs étrangers qui sont recrutés par les entreprises québécoises pour répondre à des besoins spécifiques - et criants - de main-d'oeuvre.

«Historiquement, nous recevions toujours un nombre de demandes d'immigration qui était relativement équilibré par rapport à nos objectifs déterminés par notre planification annuelle et à notre capacité de traitement des dossiers», a expliqué Montserrat Escola, du service des communications du ministère de l'Immigration et des Communautés culturelles (MICC). «Depuis trois ans, cependant, nous recevons un volume de demandes qui dépassent de façon importante nos besoins et notre capacité de traitement.»

Ainsi, dans le groupe des ressortissants étrangers de la catégorie de l'immigration économique - c'est-à-dire les travailleurs qualifiés, les immigrants investisseurs, les entrepreneurs et les travailleurs autonomes -, le nombre de demandes reçues par le Ministère a littéralement explosé. De 30 000 demandes en 2008, ce chiffre est passé à 65 000 en 2011, a précisé Mme Escola au Soleil.

Devant cette avalanche de demandes et pour des considérations de saine gestion, le conseil des ministres, sous la recommandation de la ministre de l'Immigration et des Communautés culturelles, Kathleen Weil, a adopté, le 27 juin, un décret autorisant la suspension de la réception des demandes de certificats de sélection présentées par des ressortissants étrangers de la catégorie de l'immigration économique pour une période allant jusqu'au 31 mars 2013.

Plan annuel d'immigration

La Loi sur l'immigration au Québec permet, en effet, à la ministre de suspendre la réception des demandes de certificats de sélection pour une période déterminée si elle juge que le nombre de demandes pour une catégorie de ressortissants étrangers sera, de façon importante, supérieur à l'estimation prévue au Plan annuel d'immigration ou encore que les demandes dans une catégorie seront traitées au détriment des autres demandes compte tenu de la capacité d'accueil et d'intégration du Québec.

Il faut savoir que 70 % des 51 737 immigrants accueillis au Québec en 2011 provenait de la catégorie de l'immigration économique, principalement de la sous-catégorie des travailleurs qualifiés. Les autres portes d'entrée de l'immigration permanente sont celles des regroupements familiaux (20 %), des réfugiés (9 %) et des motifs humanitaires (1 %).

Le Plan d'immigration du Québec prévoit la délivrance, pour l'année 2012, de 39 000 à 41 000 certificats de sélection à des ressortissants étrangers appartenant à la sous-catégorie des travailleurs qualifiés ainsi qu'aux membres de leur famille qui les accompagnent. Or, le MICC a reçu 51 111 demandes de certificats de sélection du Québec pour l'année financière 2010-2011 et 53 890 pour 2011-2012.

Dans le cas des sous-catégories des immigrants-investisseurs, des entrepreneurs et des travailleurs autonomes, le Plan d'immigration prévoit la délivrance de 9000 à 10 000 certificats. Le MICC a reçu 9433 demandes en 2010-2011 et 7454 l'an dernier pour ces trois sous-catégories.

Dans sa Planification des niveaux d'immigration 2012-2015, le ministère vise une stabilisation relative du volume des admissions à 50 000 personnes par année. Il veut aussi maintenir annuellement à un minimum de 65 % la part de l'immigration économique dans l'ensemble des admissions.

Par ailleurs, Mme Escola a tenu à rassurer les entreprises qui parcourent le monde entier pour dénicher des travailleurs introuvables au Québec qu'elles ne seront pas pénalisées par la mesure qui vient d'être adoptée. Au contraire, le traitement des dossiers des travailleurs étrangers recrutés par les entreprises pour combler des besoins précis de main-d'oeuvre se fera avec encore plus de célérité.

God.. I was ready to file my app on my own since March but decided to apply thru consultant paying them 50k rs...they kept wasting time asking for more n more docs and telling me that it will be sent this week itself, etc. etc....and here I am, they suspended it completely for another 9 months.. disgusted

What's shady is they put a cap of 14300 first, just 2 weeks ago, the no. of recd. applications for our category was around 600....and now they suddenly stop it completely till 2013.. atleast FSW announced such a change at the end of the july-to-july cycle, not like these morons changing rules every 1 month without consideration of the people who invest so much time and money in this

The number of years of study required to obtain your diploma must be at least equal to the number of years required to obtain that diploma in Québec. This diploma was obtained less than five years before the date of your application. Failing that, you must have practised, on a full-time basis and for at least one year out of the five years preceding the date of your application, a profession or trade in an area related to that diploma.
You or your accompanying spouse hold a Québec diploma or a diploma treated as a Québec diploma that sanctions at least one year of full-time studies. This diploma was obtained less than five years before the date of your application. Failing that, you must have practised, on a full-time basis and for at least one year out of the five years preceding the date of your application, a profession or trade in an area related to that diploma.

Hi all,

I am a refugee claimant.I filed for refugee in sep 2010. In April 2011, I got married to a canadian citizen. and submitted my spousal application a few months later from Montreal.They received my application on Nov 14th 2011.It started being processed on jan 27th 2012. I got my CSQ very quickly, and the federal government ask me to send my fingerprints, which I did also. It has been 4 months since the last correspondence with CIC. Just one month ago I went to my refugee hearing.My claim was denied and I have appealed the decision.Will this lengthen my sponsorship process, or does this mean that I will definitely be required to go for an interview to prove that the marriage is legitimate?.I sent all the necessary prove of the marrage. Pictures of us hanging out, pictures of the marrage, my wifes whole family and extended family was there,pictures of our honey moon,receipts from the wedding, hotel receipts from the honey moon,pictures of my wifes family visiting us in montreal,pictures of my family visiting us,joint leases,joint account statements,bills,hydro,phone,internet etc.Wife is from New Brunswick, and that where the marriage was held.Also I have conditional discharge, but from what I hear thats not a conviction, so it doesnt matter.

So, Im definately going to have an interview?

Will the process be long now because of my refugee claim and conditional discharge?

sorry for the long post, but im nervous.....:(

Economic Immigration: Quebec closes the door

(Quebec) collapsing under the applications for selection certificates submitted by foreign nationals in the category of economic immigration, the Department of Immigration and Cultural Communities is compelled to suspend receipt until March 31, 2013.
However, this exceptional measure does not affect the handling of cases of foreign workers who are recruited by Quebec companies to meet specific needs - and desperate - labor.

"Historically, we always get a number of immigration applications was relatively balanced with respect to our objectives determined by our annual planning and our ability to process files," said Montserrat Escola, the communications department of the Ministry of Immigration and Cultural Communities (MICC). "For three years, however, we receive a volume of applications that significantly exceed our needs and our processing capacity."

Thus, the group of foreign nationals in the category of economic immigration - that is to say, skilled workers, immigrant investors, entrepreneurs and the self - the number of applications received by the Department literally exploded. 30 000 applications in 2008, this figure rose to 65,000 in 2011, Escola said Ms. Sun.


Faced with this avalanche of requests and considerations of prudent management, the Council of Ministers, under the recommendation of the Minister of Immigration and Cultural Communities, Kathleen Weil, adopted June 27, a decree authorizing the suspension of receipt of applications for selection certificates submitted by foreign nationals in the category of economic migration for a period up to March 31, 2013.

Annual Immigration Plan

The Immigration Act allows Quebec, in effect, to the Minister to suspend the receipt of applications for selection certificates for a specified period if it determines that the number of requests for a category of foreign nationals will, significantly, higher than the estimate provided in Annual Immigration Plan or that applications will be processed in a class at the expense of other demands given the capacity and integration of Quebec.

You should know that 70% of the 51,737 immigrants to Quebec in 2011 came from the category of economic immigration, mainly from the subset of skilled workers. The other gateways permanent immigration are those of family reunification (20%), Refugees (9%) and on humanitarian grounds (1%).

Immigration Plan provides for the issue of Quebec, for the year 2012, 39 000 and 41 000 selection certificates to foreign nationals belonging to the subset of skilled workers and members of their families accompanying them . However, the MICC has received 51,111 applications for selection certificates Quebec for fiscal year 2010-2011 and 53 890 for 2011-2012.

In the case of sub-categories of immigrant investors, entrepreneurs and self-employed, the Plan provides for the issue of immigration from 9000 to 10,000 certificates. MICC has received 9,433 requests in 2010-2011 and 7454 last year for these three subcategories.
