The whole point is that many immigrants would choose English education for their children. Since Quebec's goal is to build their French speaking population making the children of immigrants study in French makes sense. Kids adapt to languages easily. Being bilingual will only help them in their lives in Canada.

Are the children in Montreal taught in english too? I mean are they biligual or are they only taught in french? if not, do they ever learn english or are people isolated (in terms of language) from the rest of Canada?

Yes - they are taught English. However most classes during the school day are in French.

Usually they have an English class like at any school where you are taking a second language.

That´s great. French is a beautiful language and the fact they also can learn English make me feel confident to think in Quebec as an alternative to migrate and raise kids.

Looks like you applied only to Quebec and 2 years ago so at this point it is Quebec or nothing.
