Qubec Fedral Skilled Worker Program Where to Submit it in dubai

well the title says it all , i am about to complete my application just want to know where to submit it from dubai , how long will it take from what i can tell from canadavisa.com/quebec-skilled-worker-immigration.html i already have 52 points as i hold a degree from London in Business Management, have 7.5 in IELTS and over 4 years of cook experience from london , also they are awarding 8 points for work experience of 4 years but they donot mention what kind of work experience.

Ill be waiting eagerly for reply from kind people of this forum
